I expect this to create a section (subject line and horizontal rule) on the User Talk Page Andy. As near as I can tell the "Talk" feature is a public messaging feature.  I am creating this message and checking whether it is world readable. I just read a bit more about the intent of the User Talk page.  Primarily this page is for messaging about collaborative efforts.  It is world readable.  I suspect that the administrator tools may provide a security setting.  Neat feature.  Somehow you are suppose to know that I sent this other than by the history.  I have not figured that out.  Should be simple.
