I feel like this coin falls under the 1D but it has a little different characteristics...am I way off?

Large die chip in breast of eagle.

My apologies on the S....

I was looking at the PLUIBUS after the suggestion of VAM 28. It looks like there may be some quadrupling of the U, break in B and possibly quadrupled R?

Scratch by cotton leaves and forehead are both there as well as die chip in E.

Gotta be a 28.
