1884-S with poor detail - Engraver's explaination

Here's a chain of correspondence regarding an 1884-S dollar that was initially thought to be counterfeit. Anyone have a similar variety?

Almost too small to read, but I think the Chaz B's explanation is that "the die had been ground too low at the mint in San Francisco." That being the case, I'm surprised the 82-O/S VAM 3, which has an easily notice overpolished jaw and neck on Liberty and circulated, hadn't been flagged. I'm not aware of a particular 84-S with that sort of appearance, but then most 84-S dollars I see are XF and lower.
