Need to see full coin pics. The doubling you see is not die doubling; it is machine/strike doubling. It results from a loose lie that shifts slightly during the striking process. The give-away is the flat, shelf-like appearance of the doubled portion. Here's a helpful primer on it:

Your coin has a high S so it's probably not a V7.
If the coin was in better condition
Smaller identifiers would present themselves
So I say V2 unless you can produce another marker
