Customize the Quik links menu?

Can the Quick links menu be customized to include a link to VW10?

Add a link to header. This does not look like fun.
Customize the header.

Maybe.
Edit navbar_header.html.

Perhaps a more sanctioned solution.
Edit Quick links extension.
