1878s die chip Eagle

I have a 1878s with a raised bump, shaped like a hat, right in the center of the Eagle's chest. It has a broken star and intact R, no other major identifiers. Can't find it on site, any ideas? thanks, KL

Can’t be 16 broken star so probably 20 which has a broken star.

V28 it is, thanks to all, kind of reminded me of the "Superbird" quarter, was hoping for better than I-3 R-4.
