I haven't been keeping up with changes on the 83-O listings for some time. There has been substantial work done with many good photos. The VAM 28 listing does not appear to have been updated and is listed for a doubled 3. The phenomena shown in the lower loop of 3 in the plate photo from 4th edition of encyclopedia is present in some degree in most all 1883 Morgan dollars no matter the mint. I believe JR originally commented that this phenomena in the 83-O appeared to be the result of a broken/deteriorating punch. Have posted a few pictures in the past that show various stages of deterioration.
As for your coin in hand I do not have my notes or coins available to recall what this may be attributed as. It appears that you show some doubling of date digits on your pictures. I would document that and see if those match any of the VAMs listed with those digits. Also the thing on the forehead may be listed as a marker in another listing. I am not sure what it is but it was on every coin i found with all the other pick-up points. I assume an issue with working die and not a strike through.
