Is the 1886-P VAM-13 really a near date?

Is the 1886-P VAM-13 really a near date?

Looking at the picture on the webpage I'm not convinced this is really a near date. The second picture on the VAM-22 page, too, seems to be more leftside of normal than near, although the first picture and the FCP on that page are a bit more convincing.

Any additional thoughts if the VAM-13 might be reconsidered as a normal placement, and, if so, would it need to be deleted as a duplication of a simple VAM-1?
