Even before these new regulations, many eBay sellers still never shipped to Canada because it would involve filling out a simple form. In Africa there was (and continues) the "Segmentary Lineage System" where two adjoining groups of people would forget their problems and unite together against a greater and more distant foe. And then the issue of compassion, as anybody in Canada wanting to purchase Morgan dollars would have an interest in America, and you are thwarting their passion.

I'm not going to delete it, but I am going to lock it. Everyone needs to play by the rules. When the rules are too onerous, people have three choices - skirt the rules at the risk of a penalty, get involved with getting the rules changed (this happened recently with the situation in Minnesota), or just stop playing. Import and export of collectible coins is complicated in other parts of the world, too.
