1878-CC VAM15? or Something different?

Here are images of what looks a bit like VAM 15 with line between lip and chin but also has significant die gouges at the LIB of LIBERTY. Note vertical die gouges immediate above I and diagonal die gouges from above left top of B through the L. I have included images of other die marker to help with identification. Is this a VAM 15 or something else?

The obverse of the Full Coin photo for the 78-CC shows the gouge.

Looks like a spiked lip to me... and other PUPs suggest a great looking VAM-15.
