1900-P V18 & 30 - same or different?

I'm a bit confused by the individual pages. The pages suggest they are different - with the 18 being a Hot 50 but the 30 not - but the pictures and descriptions are confusing.
As I read them I see they share the same obverse (clearly stated on the 18 description), yet they also share a 2 olive reverse with strong doubling of the eagle's left wing and nostril. Presumably the latter being what makes the 18 a Hot 50, because if it was the obverse that made it worth of the list, the 30 would also be a Hot 50?
I have a coin that has clear VAM-18 markers (see below) but how do I rule out the potential that it is a VAM-30?
