Much more information needed. Please show the rest of the holder, including the coin.
When in doubt... don't.

Please show the entire holder or pouch or whatever is involved, including the coin. That's the only way we're going to know which company graded the coin and start to look up approximately how long ago.
When in doubt... don't.

Is the flip soft and pliable? If so it could be a PVC flip with a plasticizer added that will cause PVC damage.

I take it the other side of the insert is blank.
Chances are this is some boiler room flip. The tag was printed on a band printer, probably in the mid to late '80s as prices on silver dollars with grades was first starting to take off bigly. The lack of any identification tells me the seller didn't want to be contacted after the sale. Such a printer wouldn't have been used for a home or small business, as they were designed for heavy duty use in data centers, some printing as fast as 30 pages per minutes. By contrast, the pre-PCGS graded flips that David Hall had were done on a much less expensive and more compact dot matrix printer.

No. Inventory numbers at best, possibly just meaningless numbers to make it look like sophisticated inventory numbers. The bottom one has the date and grade encoded into it (1881S63M).

The plastic holder at best adds nothing. At worst it's causing PVC damage.
