1889 P doubled ears

Why does this year have so many doubled ears compared to other years?

"1889 has many doubled ear varieties, often as a result of die fatigue." From the 1889 VAM page. Very high mintage.

The 1889-P Morgan Dollars have the second highest mintage of all Morgan Dollars (21,726,811) with 57 obverse dies and 50 Reverse dies used the average number of pieces struck per die pair is, 406,108. (which is very high). As a result of the high usage for each die pair, they were repolished numerous times.
