Looks like VAM 15 to me. I'd have to see both VAM 15 and 73 together to see which obverse is earlier. While the VAM 15 obverse does look EDS based on the crispness of the stuff below the 1, PL fields on 79-s through 82-S don't necessarily mean EDS. These dies were repolished after being used a lot. There are some 81-S coins that are DMPL, but have loss of sharpness from die wear, most noticeable closer to the rim.

JB, can the bust be heavily frosted like this on an MDS or later repolished PL? Typically when I see frost like this I assume EDS.

Correct. Frost will fade just like mirrors, but is not brought back with polishing. That's why I said that the VAM 15 obverse looks EDS. The frost is still quite crisp. If VAM 73 is an earlier use of the obverse die, it must be somewhat scarce. My main point was that you can't use mirrors alone to assess the age of the die.

Ah, I wasn't following quite well pre-coffee. If 73 truly is an earlier state, you're right. I pulled this ms66 out to sell but I guess I should keep it now and try to find or borrow a confirmed 73 to sort this out after I'm settled in to the new house. And maybe also borrow a v20, 17 & 54 as well just to be thorough. Thanks JB.
