For a reason I can't comprehend, even in a different reality, this is in a straight-grade VF30 holder:

Like a lot of things in this world.... it's who ya know. If I had the capability of full coin photos, I'd post one of an 1891 o I sent in - unc details for a scratch, but for the life of me, I can't find the scratch.

I used to shrug it off when someone would say it's all in who you know or who you are with these businesses but I've changed my mind on that. If I had submitted that coin with half of only one of those scratches, it would have detailed/DNH. I submitted a buffalo recently that I thought would straight grade for sure and it came back details. I had to get a 5x loup to see the scratch when I got it back.

Does the holder say Long Nock/VAM 27, or just 78-S? I imagine one explanation (or rationalization) of the latter is that it is market acceptable for a VF 78-S.

It is attributed on the holder as VAM 27.

Too much nonsense going on at pcgs. I have coins labeled questionable color right next to identical coins straight graded. Then i have coins overgraded, and undergraded. And then there are the misattributed and non attributed. I realize those old scratches but they are naked eye visible. Should be a no grade, or details.

Maybe they were simply out of little plastic bags; or, possibly much more attention was being paid to very profitable slabbing for bulk TV scammer purchases, rather than ordinary collector submissions. Money drives the attention of many "managers."
