I wouldn't think it difficult. And wonder why two holders instead of one? I have coins with the de-lamination barely hanging on. If I separated them, would they be graded in two holders?
Or am I missing the obvious; two holders = two fees?

In their defense, pretty much any mint state Carson City dollar is a GSA. I think the GSA provenance is vastly overrated.

It really does depend on the year

But with this coin, it's not actually clear that it came from the GSA sales.

True, except that everyone seems to know. But my take is that is is not a BFD if it is GSA. UNC CCs (yes, more sensitive to date, but pretty generally) are actually a bigger deal if they preceded the GSA sales. 1903-O too. If is was not a GSA coin, it was a rarer beast.
