Sure looks like it. No reason that whatever deposited the schmutz on the obverse die didn't also do it on the reverse die at roughly the same time.

Wonder if the planchet fell into the minter's soup or something. I am guessing it came with the planchet and was not on the dies.

In your first photo of the Rev., the 'UR' part of PlURIBUS that did make it onto your coin seems to be disportionately larger than a normal 'UR'. Maybe it is just distorted somehow. Is that the case? Interesting coin. Thanks for sharing.
