Re: "House approves 2021 Morgan and Peace dollars"
The average collector will never get one from the Mint

Why? No mintage has been set yet and the law doesn't specify a maximum.

I suspect these will be treated as a limited or special run. The mint does something similar periodically with ASEs, the mint order system crashes, then the product is no longer available. I've had this happen numerous times with the US Mint, even when I have enrollment set up for said coins.
Then loads of the short run coin in question ends up on Ebay et al at 2-10x retail.
I hope I'm wrong about this with the proposed 2021 Morgan and Peace dollars.

I would bet it winds up like the 2019-S Silver Eagles with a certificate and sells at a pretty good premium from the Mint. They receive a lot of criticism for a lack of creativity in design and the 2019-S got a lot of praise.

I have never bought anything direct from the U.S. Mint before, but a 2021 Morgan?
Yeah, sign me up.
Yeah, sign me up.
When in doubt... don't.

Well there are a few things where the Mint is the only option. I have a First Spouse set and if you let these get to PCGS and then out to the market at grade 70 they are almost unaffordable. With these the Mint seems to be the best option unless you want to play the gold market and wait for a down cycle.
