are "spikes" in 8's of any greater significance than just markers?

are "spikes" in 8's of any greater significance than just markers?

This 1889 P piece has one "spike" to the right of the first 8 and one on both sides of the the second 8. It also has a die clash by the neck.

In trying to identify this piece, I didn't find any mention of the "spikes". Are these just symptoms of a later die state and of no consequence? They are interesting, if nothing else.

I wasn't able to identify the piece.
