Your email was right on and your 99.9 % correct. My opinion is as every one else. I will give you my two cents on the issue.
Watkinson sent a letter to Chase. Oops I forgot to capitalize his last name. Senator Tracy tried to get the coin and it failed. Gobrecht messed around with it and it fell through (he was the 2nd chief engraver). So when it did happen they changed the metal. Finally it ended under Barber (fifth chief engraver).
So your down to the final clue at the end and it's easy.
