Based on the surrounding features having the same doubling it looks to be strike/machine doubling rather than a re-punched mm.

Depending on date position, possibly a VAM 5 - filled mm

Looks like a light anomaly to me … Lighting is coming in at 12 o'clock making shadows on all
devices at 6 o'clock.
Take a straight down picture at the coin to get a better understanding on what you are seeing.
Phones actually do a good job with experience keep at it
