There is no indication that these were not SF dies returned to Philadelphia. Reverse dies could be, and were, carried over from year to year at the branch mints.

Looks like just a worn mint mark. I don't know of any convincing repunched mint marks for Peace dollars. There's a 27-S/S listed, but I haven't seen one and the pictures aren't clear. I can't wait to see this one. It will sell for Big Money, but not more than the 86 die cap brockage. 40-50K for a GSA CC 25% off-center feels right to me. Then again, if it's the only GSA off-center being sold into this market, 75K wouldn't surprise me

The fact that it is difficult to say leads me to think the best solution may be to scrap the current 1L1, 1L2, and 1L3 and create new ones as I mentioned above, yours being 1L3.
