The 1889 P looks pretty interesting and deep and has me stumped. There is also some ghosted letters around the edges so I'm guessing it is die fatigue. Maybe pitting gone wild?

No matter what conclusions come forth here about O/O or etc, This v38B needs more research work as many PUP'S are also on 1882 o/s, which is only natural.
