Discoloration appears to be a stain. The thin lines are die polishing marks that are seen in many Morgans.

V-12.2 page states "Reverse C3a –(medium) IV S mint mark at normal height with partially filled loops." but the lines show it being set low from your picture. Not tilted.

I agree that location and orientation of the MM would not be an adequate way to ID a VAM. However, when there are so many possible VAMs on a page it can sometimes be a way to narrow the field.
