The VAM 45 you concluded looks correct. The die scratch that passes over the surface of TY is a good diagnostic. Doesn't come up often. Thanks for that info and reply. @messydesk Why are the 89P V7 and V23 series VAM page listing not lining up with the September 2020 LVA letter and plate photos? Am I missing something?
