There are things about that coin that look counterfeit to me, but I may be wrong. There are others here who know much more than I do and you should wait for them to weigh in. If its not counterfeit, it is definitely "machine" or "strike" doubling.

As the coin has already been cleaned, I soaked it in Acetone to see if maybe it's an illusion created by debris. It's still there.

I went through them three times. One time completely ignoring the 8, It doesn't seem to match any of them.

The cotton bolls are interesting.

I found just a couple more things... nothing significant.

The eye is not doubled, just weak.

I now think it is an eight laying sideways in the denticles.
