Yeah, you can make out the top of an 8 in the denticle spaces under the second 8. There's probably the top of another 8 under the first. These were most likely deliberate marks. I'd have no qualms about killing this off if it was a pop 1 or 0 piece. At this moment there are 4 examples (2 are MS) of VAM 22C reported in the SSDC registry. Your coin is a VAM 51A. I reached that conclusion from your pictures then went looking for the 'dot' on the S because it should have been there.
