The 1878 P VAM 84A has very faint if any cap clashing.
I have a 1884 O VAM 30A that has cap clashing but no "E". It is a phantom "E" for sure. Maybe the early clashing die state might be visible for the "E" reverse. ;)

If I remember correctly, the octagon shape of the 1915 Pan Pac was said to emulate the Kellogg & Co. gold octagon slugs made in the 19th century that was not considered legal tender. The 19th century slugs made by Kellogg had a reeded edge as well. Not sure if that answers the question or not.

Looks like VAM 35A early die state maybe. Buffed obverse. With no other clashing, the possibility that it is a clashed E is highly unlikely. I would call it a phantom "E".

It was discovered by Larry Briggs in 2002. It sold for $12k in 2018.

This column was a national syndicate column that appeared in many of the U.S. newspapers during that year. I just chose the first one I came upon.
I find it amazing how much counterfeiting was going on in the late 19th century and beginning of the 20th century by reading these stories.

Here's a Coin World podcast from late last year interviewing the "MAN" himself.
The interview starts at 31:10 if you don't want to listen to the interviewers for a half hour. It was worth the 30 minutes listening to him.

I wonder if Superintendent responded. It sounds like it is referring to a pattern piece that is shown in the book Comprehensive Catalogue & Encyclopedia of U.S. Morgan and Peace Silver Dollars (1977 edition) on page 49, figure 5.
