The term I first heard about 25 years ago was "orange peel". I was told it's fairly common on 1901-Ps and I've seen it many times since on that date.

PCGS is nuts, and it wouldn't surprise me if they mistakenly thought 196/196A were 8TF varieties. My database has very few sales for either VAM, which I think is due to lack of market demand and collector interest more than anything else.
