Slight rotations such as you have are fairly common throughout the Morgan series, and are not enough to bring a value premium – although some sellers try by hyping them up to be more special than they really are. Even coins with big rotations (45 degrees or more) don't get a VAM designation for that...

The term I first heard about 25 years ago was "orange peel". I was told it's fairly common on 1901-Ps and I've seen it many times since on that date.
