Please show the entire holder or pouch or whatever is involved, including the coin. That's the only way we're going to know which company graded the coin and start to look up approximately how long ago.

PCGS does not accept regrade submissions that have a minimum acceptable grade higher than the current grade. Slight rotations such as you have are fairly common throughout the Morgan series, and are not enough to bring a value premium – although some sellers try by hyping them up to be more special than they really are. Even coins with big rotations (45 degrees or more) don't get a VAM designation for that...

The term I first heard about 25 years ago was "orange peel". I was told it's fairly common on 1901-Ps and I've seen it many times since on that date.
