Must be a term someone made up at the time to describe the off-centerness, but it never stuck. Such a coin showing up in a GSA holder would be significant even then, and much more so now. My WAG is $10K or more.

Both coins have an overall "look" that isn't right to my eye. Could be lighting or could be mild cleaning of some kind. Both have rim issues, the 1895-O moreso than the 1892-CC. I also see the 1892-CC more as a VF35. I would be surprised if both coins were to get into problem-free holders – and not ...

It is more pronounced. It matches the original VAM 1L. So which is it? The fact that it is difficult to say leads me to think the best solution may be to scrap the current 1L1, 1L2, and 1L3 and create new ones as I mentioned above, yours being 1L3. There are more scribbles there than you think. Take your strongest loupe and look at it from the 3 o'clock position with a light source over your right shoulder.
