Not a VAM-7A. Going by the photos provided, it looks like you have a double clash at the neckline. If that is the case, then like Andy said you have a VAM-19B1. The triple clash is VAM-19B2. VAM-19A has the die break in the Eagles right wing, right under the N of IN.

Question @davidkclose The VAM 2AF2 was my discovery and is now eliminated and becomes 2K2. Not a VAM-7A. Date position is wrong, no dot on R of "LIBERTY". On your coin, note the over polished lower hair by the designer's initial and check and see if you have a double ear. On the Reverse, no die clashing is apparent (this is a clue to what VAM you have).
