I considered a coin hit but am unable to find another US coin with any kind of edge features that match. Plus the two "W"'s or "M"'s are different from each other.

The edge of the U close to it is perhaps flattened by the edge of a punch??

Curious to see what concensus says.

Hello!

It could very well be a VAM-21 which does have a doubled date. Its hard to tell in those photos.

If the feature i circled is indeed the die chip marker it is a 21. The date is in the right place.

I have an '83-S with significant machine doubling on the reverse... especially the North of the coin. The images on this post are of some of this.
