I take it the other side of the insert is blank. Chances are this is some boiler room flip. The tag was printed on a band printer, probably in the mid to late '80s as prices on silver dollars with grades was first starting to take off bigly. I had a chance to look at a scarce early die stage of the 78-S VAM 16 side-by-side with the one everyone has (thanks lewisr2 ). I usually see this one in XF-AU grades, so an MS63 is a pretty good pick. I wouldn't call it rare in circulated grades, but it probably is in MS63.

Light wear that results in an AU58 grade can still leave sufficient mirrors in the fields to qualify the coin for a PL designation. I haven't seen a 55PL, if the mirrors are still there, it should be graded PL.

I don't see anything that would make me think to list another stage. 9A has a weak clash, 9 doesn't have a clash. Your looks like it might have a second, weaker clash, but it's not listable.

Rotation under 15° isn't considered a big deal. Other features of the coins will help with the attribution more than the rotation will.

Lots of changes to the 80-S listings, making it a little easier to attribute that date.
