Thought so. This is an artifact of the holder. You might be able to polish it down a bit.

I don't like the looks of the 9. Compare with other 95-O. It looks a lot like the 9 on an 1879.

EBay doesn't really know what the rules or laws are, and it applies them at whim. Whether the auction is allowed to run or not is anyone's guess.
