Vam 13 fits except for the die gouge by F on reverse. Still don't understand what happened on the rim.

I submitted this coin to PCGS and it came back as not gradeable due to cracked planchet. I then submitted to NGC for grading and they called it reverse lamination. Take a look at this 1921-D that appears to be slightly off-center - note wider rim on lower obverse and upper reverse and note rim error on upper reverse.
