I'm guessing this has more to do with Canadian import regulations that eBay or USPS policy. eBay still allows international shipping to most countries.... but I am guessing Canada changed regulations which make if very difficult for eBay and the USPS.

First look at this coin suggests VAM118 but upon closer examination I am not certain. Note that this coin has a dramatically doubled 2nd right star, has reverse die lines and does not have the die marker expected in the Cap.
